USDA Launches $500M SPUR Program to Help Independent Beef Processors
WASHINGTON (DTN) -- USDA on Tuesday announced $500 million in temporary assistance for small- and mid-sized beef processors through the Strengthening Processing for U.S. Ranchers (SPUR) program.
The payments, authorized through the Commodity Credit Corporation, are intended to help eligible processors offset higher cattle acquisition costs driven by historically tight U.S. cattle supplies and other conditions affecting the cattle market.
"America's ranchers deserve a strong, competitive marketplace that rewards their hard work and preserves opportunity for generations to come," said Agriculture Secretary Brooke Rollins.
To qualify, a processing facility must be federally inspected and cannot be foreign, or a nationally dominant beef processor or be owned by one.

USDA defined a nationally dominant processor as any company with a market share greater than or equal to the fourth-largest participant in the U.S. beef processing market. Under that definition, the nation's largest beef processors -- including JBS, Tyson Foods, Cargill and National Beef Packing Company -- would not be eligible.
Collectively, the four companies process roughly 85% of U.S. beef.
The payments respond to historically tight cattle supplies, the reemergence of New World Screwworm, concerns over consolidation and foreign ownership in the meatpacking sector and what the administration described as the previous administration's "anti-cattle focus."
Eligible processors will receive financial support to help manage elevated cattle procurement costs.
According to The Wall Street Journal reporting today, eligible smaller processors would qualify for payments by meeting USDA-established processing benchmarks tied to their 2025 production levels. Facilities that exceed those thresholds would receive payments for additional cattle processed, with reimbursement rates varying by plant and to be determined by USDA.
USDA said additional information, including application materials, will be provided directly to eligible establishments using contact information already on file with the Food Safety and Inspection Service (FSIS).
