D4 2014 biomass-based diesel Renewable Identification Numbers traded at 49.0 cents this morning, down 3.0 cents on the week.

"The value of those RINs does erode over time if nothing else changes," said Jerrod Kitt, strategist for the Linn Group in Chicago, Illinois.

RINs are the credits used to comply with the annual Renewable Volume Obligation. Obligated parties are near their RIN targets for the year, Kitt explained. The proposed 2014 biomass-based diesel RVO is 1.28 billion gallons. As of July, the industry produced 963 million gallons, 75% of the target.

"The delay in (the final) RVO seems to be taking the time premium out of the market," Kitt added.

The RVO is not expected to be finalized before Sept. 22, the end of the third quarter and nearly 10 months late by statute.
