Senate Faces Tighter Vote Margins
Graham's Death, McConnell's Absence Complicate Senate Votes and USDA Funding
WASHINGTON (DTN) -- Early Sunday morning, July 12, officials announced the death of longtime South Carolina politician and Republican U.S. Sen. Lindsey Graham, 71, from suspected heart disease.
Graham served four terms in the U.S. House before winning election to the Senate in 2002 and taking office in 2003. During his Senate career, he focused on the Judiciary and Armed Services committees and most recently chaired the Senate Budget Committee.
His unexpected passing came during a week of uncertainty surrounding the health of fellow Sen. Mitch McConnell, R-Ky, who provided an update on his recovery Sunday evening.
Congress returns Monday from its Fourth of July recess after several unproductive weeks of disagreements before lawmakers left Washington. The Senate faces a lengthy agenda with fewer Republican votes available.
Among this week's priorities is the annual National Defense Authorization Act (NDAA), along with the president's supplemental funding request, which includes $11.1 billion in ad-hoc farm aid as the administration continues its war effort in Iran. Republicans are also seeking to advance a third reconciliation package that includes targeted spending on defense and election law enhancements.
Since November, Senate Republicans have held a narrow 53-47 majority.
McConnell's absence, combined with Graham's death, leaves Republicans with an effective 51-47 voting margin. Floor votes remain possible, but committee margins become significantly tighter.

The Senate Agriculture Committee is normally divided 12-11. Without McConnell available to vote, Republicans sit in a committee stalled on party lines.
The same is true on the Senate Appropriations Committee, where both Graham and McConnell served, and democrats' tight margin could prevail.
The Senate Appropriations markup of the Agriculture, Rural Development, FDA and Related Agencies bill was already delayed in June because of McConnell's absence and is expected to remain postponed until Republican leaders determine they have the votes to move forward.
McConnell said in a statement Sunday, "I'll keep working hard to get back on the Senate floor as soon as possible. And I'll keep you posted on the progress of my recovery."
The measure funds USDA for fiscal year 2027 and could include additional funding for USDA staffing, which the department has cited as a factor behind temporary closures of some Farm Service Agency (FSA) and Natural Resources Conservation Service (NRCS) offices.
"There are other forces at work that realize that ... we probably need some additional dollars for staffing ... we will just see kind of where that goes in the FY '27 budget," USDA Undersecretary for Farm Production and Conservation Richard Fordyce told DTN.
Under South Carolina law, the governor can appoint an interim senator to fill Graham's seat until next year. A permanent replacement will be determined following an Aug. 11 special primary election.
The Republican nominee will then face Democrat Annie Andrews in November.
GRAHAM'S LEGACY
Graham served on the Senate Agriculture Committee early in his career from 2007 to 2009, where he voted to advance the legislation that became the 2008 farm bill. A longtime advocate for immigration reform, Graham was part of the bipartisan "Gang of Eight," whose 2013 immigration proposal included a pathway for many unauthorized agricultural workers to remain employed legally and expanded guest worker programs.
Graham was also known for being a strong critic of former Agriculture Secretary Tom Vilsack's targeted debt relief program for Black farmers, calling it "reparations."
Paying respects to his colleague, Sen. John Boozman said, "The sudden passing of my friend and colleague Lindsey Graham is an incredible loss for the Senate, his beloved South Carolina and our country. Public service, whether in the Air Force or in Congress, was his life's work. We were fortunate to serve with such a fierce advocate for American leadership through both diplomacy and a strong military."
